Mr. Thao referred to regulations on support under Decision No. 3749/QD-TLD of the Vietnam General Confederation of Labor, effective from December 15, 2021, replacing Decision 2606/QD-TLD dated May 19. 2021 and Decision 3022/QD-TLD dated August 9, 2021, there are no regulations on the form of application for support.
Mr. Thao asked, is it true that workers who are isolated at home and have a positive COVID-19 rapid test result from the ward's health center are not supported by the union of 3 million dong? Is the union applying the form of accepting only PCR test results to pay support?
The Vietnam General Confederation of Labor responded to this issue as follows:
Since the outbreak of the COVID-19 epidemic until now, the Presidium of the General Confederation has issued a number of policies to support union members and employees facing difficulties due to the impact of the COVID-19 epidemic, including:
- Decision No. 2606/QD-TLD dated May 19, 2021 of the General Confederation on emergency support for union members and employees affected by the COVID-19 epidemic during the 4th outbreak. from April 27, 2021.
- Decision No. 3022/QD-TLD dated August 9, 2021 amending and supplementing a number of articles of Decision No. 2606/QD-TLD dated May 19, 2021.
- Decision No. 3749/QD-TLD dated December 15, 2021, replacing Decision No. 2606/QD-TLD and Decision No. 3033/QD-TLD.
Union members and employees identified as F0 cases in order to receive support according to the above decisions must be based on the regulations of the Ministry of Health and on the basis of written certifications of competent health authorities.
Accordingly, the confirmed case (F0) is a person who tested positive for SARS-CoV-2 virus through detection and screening by antigen rapid test, pooled PCR and confirmation by Real time RT-PCR (application form) made by testing facilities authorized by the Ministry of Health (Source: COVID-19 Prevention Manual, co-edited by Dr. BS Nguyen Viet and Assoc. Prof. Dr. Tran Dac Phu).
According to Decision No. 4689/QD-TLD dated October 6, 2021 of the Ministry of Health promulgating guidance on diagnosis and treatment of COVID-19 to replace guidance on diagnosis and treatment of COVID-19 caused by a new strain of Corona virus. (Sars-CoV-2) issued together with Decision No. 3416/QD-BYT dated July 14, 2021 with provisions in Clause 2.2, Section I
"A confirmed case is a suspected case or any person who tests positive for the SARS-CoV-2 virus by RT-PCR."
The recognition of people infected with COVID-19 (confirmed positive by RT-PCR test or rapid antigen test) as stated by Mr. Thao is only a regulation on clinical criteria for people infected with COVID-19 to be managed. managed at home according to the provisions of Decision No. 4038/QD-BYT dated August 21, 2021 of the Ministry of Health promulgating temporary guidance on the management of people infected with COVID-19 at home.
Thus, the General Confederation does not stipulate that only positive RT-PCR test results will be recognized as F0 cases, but only stipulate cases that are confirmed by competent health authorities to be cases of F0. F0 disease, eligible under Decision No. 3749/QD-TLD dated December 15, 2021 of the General Confederation, will be considered for support from the trade union's financial source.
The General Confederation of Confederation assigned the Standing Committees of the Confederation of Labor of the provinces and cities, the Central Trade Union and the equivalent, the Trade Union of the Corporations under the General Confederation to organize the implementation of Decision No. 3749/QD-TLD dated December 15, 2021 to trade unions at all levels to ensure publicity, transparency, and right subjects according to the guidance and regulations of the State and the General Confederation.
